Why is my city so cold??

The map supposedly has a temperature range of -12-25, but for the first while it’s been super low. It went to -50 all of the sudden when I unpaused after having placed some roads shortly after loading the save. I’ve never encountered a bug like this and a previous city on the exact same map never experienced snow in the spring.
