Hugo Vlad confirmed a vampire?

I was just wondering at what point was he confirmed to be a vampire because I keep seeing people refer to him as a vampire but I did finish the new quest and I don’t remember it being stated so did I miss something or is this purely based off of appearances? Canon or fanon I’m happy because I love vampires
