Champions Cup qualifying system: Is this very stupid or not very stupid ?

Despite their generally amazing run Toulouse finished the pool stages as... the 5th seed. That's because there are 4 Pools, and the top of each pool gets a top seed status, and Toulouse couldn't top their pool, they got second of their pool, and are the best of the seconds across all pools.

But in the current pool system, Toulouse never even got to play the top of their pool, Bordeaux.

Toulouse won their 4 games, ending with 19 points, higher than anyone but Bordeaux, but still get the 5th seed. For eg, they're lower than Toulon and their 13 points. Which means they sit outside the Top 4, which means Toulouse would need to play away games if they faced a higher seed as early as by the QF, and then SF. Is this fair ?
