laptop keeps looping on startup

Hello, my dell laptop does not work anymore. Every time I try opening it it keeps restarting without getting to the lockscreen. I think it shows a glimpse of a blue update screen before shutting off and restarting. I tried holding the power button and removing the power cord but nothing changed. Could anyone help me please.
